Immigrating to Quebec as a Skilled Worker

Among immigrants, the popularity of a territory depends entirely on the kind of lifestyle it can provide to its residents. Immigrants are always on the lookout for a territory that provides them employment opportunities, protection under the law and freedom of religion. Quebec embodies all these qualities and more. For starters, it is a multicultural society which takes in around 45,000 immigrants on average from 100 different countries.

As a democratic and secular society, Quebec protects each citizens’ right to freedom of expression and freedom to practice religion. The French culture, etiquettes, art and literature are an integral part of Quebec’s culture. While the majority of residents of Quebec speak French as their primary language, you can still find a fair number of people with great proficiency in English.

Below is a graph depicting the immigration level in Quebec for period 2000-2018:

Quebec has copied the express entry system for immigration. This translates to a better and more flexible immigration system for the applicants. However, the requirements for Quebec Skilled Worker program differ from the ones required by the Express Entry program.

Economic Immigrant

An economic immigrant can immigrate to Quebec through different streams including:

● Skilled Worker
● Entrepreneur
● Investor
● Self-Employed Worker

Economic immigrants have a higher quota, hence applying through this stream is likely to yield better results. For economic immigrants, Quebec has the following programs:

Quebec Skilled Worker (QSW) Program

More importantly than job offer and employment history, this skilled immigration program focuses on the education and language proficiency of the individual. Also, younger applicants are favoured over the older ones. Securing a job offer from a Quebec based employer won’t provide you much leverage over the other applicants.

Programme de l’expérience québécoise (PEQ Québec)

Candidates who have prior work experience in Quebec or have obtained a degree from a certified institution can apply for immigration through this program.

Quebec Investor and Entrepreneur Program

As the name of the programs state, they are meant specially for investors and entrepreneurs. As a result, the financial requirements for these immigration programs are substantially higher. However, the two programs differ as the investor must only invest in a Quebec based business, but an entrepreneur must be involved in the day to day managing activities of the business as well.

Quebec Self Employer Program

Professionals with great skills in certain professions that enable them to be self employed can apply for immigration through this program.

Quebec Skilled Worker Program

Before applying for the QSWP, applicants need to declare an Expression of Interest for the immigration program. This system was launched in 2018 to fast track the immigration system. For this, applicants need to create a profile on Quebec’s immigration website. Once this profile is processed, you will be able to view the approval status of the Expression of Interest.

To create your immigration profile and submit an expression of interest, go to the following link.

Here is the process for the same:

1 Create an account on the Arrima Portal
2 Enter required information and attach supporting documents
3 If Expression of Interest is approved, then apply for PR through the Mon Projet Quebec portal

All updates will be provided through the Mon Projet Quebec portal. Further, there are no limitations on the number of times you can edit your immigration application.

Eligibility Criteria for Quebec Skilled Worker Program includes:

● Education
● Work Experience
● Age
● Language Proficiency in English and French
● Dependents’ profile
● Financial Stability
● Current Occupation

Points are alloted on the basis of these parameters. You must score at least 50 points to get your application approved. Once the application is approved, you will receive a Quebec Selection Certificate (CSQ.) You need to submit this CSQ to the Government of Canada via their online portal. Once this is done, a criminal and medical background check will be undertaken at the behest of IRCC (Immigration, Refugee and Citizenship Canada.)

Top 3 Countries to Immigrate to in 2019

Every person has the right to “ the pursuit of happiness.” However, the pursuit of a good life requires tremendous amounts of efforts which start well before applying for immigration. As someone who wants to take charge of their future, you must research extensively before selecting a particular country. In this article we have provided information about the top 3 destinations for immigrants in 2019.

Canada

Population: 36.7 million
GDP per Capita(PPP): $48,390
Unemployment Rate: 5.6 percent

Canada is a benevolent paradise lost behind the glamour of the United States. While many people are caught in the lengthy immigration process of the US, savvy immigrants are opting for Canada. With great healthcare and social welfare programs, the Great White North has become the best country in the world for immigrants. In fact, 16 percent of US citizens now want to move to Canada.

Another major factor that you must look towards is the ratio of immigrants to natural born citizens. In Canada, immigration has become the primary driver of population growth. The higher concentration of immigrants implies that it will be easier for an immigrant to assimilate into the Canadian society.

How to Immigrate to Canada?

Canada’s immigration programs are remarkably easy and aim to facilitate applicants. When applying for immigration, you have the following choices:

Express Entry Program
    ○ Federal Skilled Program
    ○ Federal Trades Program
    ○ Canadian Experience Class
Provincial Nominee Program
Family Nomination
International Student
Entrepreneur Stream

Canada’s government has announced an ambitious plan of bringing in 350,000 immigration by 2021. To make the best of this opportunity, apply ASAP for immigration to Canada.

Australia

Population: 24.6 million
GDP per Capita (PPP): $50,391
Unemployment Rate: 5.4 percent

People often love comparing Australia to the United States. The primary reason behind this is the lack of poverty in Australia. Through various economic measures, Australia developed an egalitarian society which has been an envy of many. The reduced gun violence is the primary point of comparison between the two countries.

In fact, Richard Flanagan puts it best when he writes, “When Australians visit the U.S. they see a country in decline. Australians see the bad airports, the infrastructure, the poor, the beggars. America had a hold on the population’s imagination 30 years ago that it doesn’t have anymore.”

Apart from this, Australia’s economic success speaks for itself. With less business regulations and more financial freedom, the country down under has perfected its economic policies to become a catalyst for growth. In the 2019 Index of Economic Freedom, Australia received a score of 80.9, hence making it the fifth freest economy in the world.

How to immigrate to Australia?

Australia has multiple provisional and permanent visas. A provisional visa is temporary and the holder of such a visa will have to apply for an extension after particular period of time. These provisional visas enable the visa holder to apply to a permanent visa in the future. Holders of a permanent visa are eligible to apply for citizenship after living in Australia for a few years.

Here are a few visas that you can apply for to migrate to Australia:

● Skilled Independent Visa (subclass 189)
● Skilled - Nominated (subclass 190) Visa
● Graduate Temporary (Subclass 485) Visa
● Skilled - Nominated or Sponsored Provisional (Subclass 489) Visa
● Skilled Regional (Subclass 887) Visa

United States

Population: 325.7 million
GDP per Capita (PPP): $59,792
Unemployment Rate: 4.0 percent

Whatever you may say or think about the US, the land of the free has a certain appeal to the immigrants. Despite difficulties and long waiting periods, immigrants can’t help but apply for a United States visa. Over the years, the US has excelled marvelously in science, arts and business. Hence its employment generation has been unmatched by any other country in the world.

Apart from economics and education, the US has worked intensively on improving quality of life for its citizens. Timely and correct investment in infrastructure has indeed worked its wonders.

However, in recent times the immigration laws has become more stringent. The approval for H1B visa application has dropped substantially. Further, the Trump government is planning to shut down the H4 visas.

How to Immigrate to US?

Particular visas that you can apply to to immigrate to US include:

● H1B Visa
● O-1 Visa
● EB-5 Investor Visa
● F-1 Student Visa

The Hypercompetitive World

Almost all countries are shifting towards a favorable viewpoint towards immigrants. Despite falling population levels, developed countries are believing misleading news and creating a ruckus around immigration. This has been a growing trend due to which the number of visas allocated each year have been curtailed.

With the exception of Australia and Canada, all other countries are stamping down on immigration.  United States is already decreasing the number of immigrants it takes in each year. Canada, on the other hand, is facilitating applicants by simplifying the immigration process. The proof of this is Canada’s express entry program, one of the best immigration programs in the world.

Case for Immigration

Immigration has proven time and again to improve a country’s economy as well as culture. For instance, 43% of Fortune 500 firms were founded by first or second generation immigrants. Some of these companies include Tesla, Apple, Disney, Ford, etc. According to many studies, Immigrants are more likely to start businesses and contribute to the economy than natives. Further, the following benefits hold true as well:

1.Immigrants make the society multicultural
2.Immigrants connect the world
3.Immigrants counter the negative impact of aging population

In recent years, aging population has become the primary problem for all developed countries. Major impact of this is visible in Canada, Japan, UK and so on. These countries are finding it difficult to pay for the retirements of the aged population because the workforce doesn’t have enough young people.

Solution for Countries and Immigrants

From time immemorial, the tide has shifted both towards and against immigration. People who want to immigrate for better opportunities, hence must make good judgements and select the countries that have liberal policies. Some of these countries include Canada, Australia, Germany and so on.

Immigrating to Canada and Australia

In fact, Canada has released its immigration plans for the time period 2019-2021. Also, Australia has initiated a new visa for low skilled workers to replenish its regional population.

Canada Doubles Application Period for Post-Graduation Work Permit and Removes the Requirement for a Study Permit

Canada has extended the number of days available to postgraduate students to apply for a work permit. Under the Post-Graduate Work Permit(PGWP) program, recent graduates will now have 180 instead of 90 days to apply for a work permit. This extension will enable these students to find work as well as improve their immigration profile while living in Canada.

Further, students applying for a PGWP do not require a valid study permit. However, they must have had a valid study permit in the period of 180 days prior to the day they apply for the PGWP. Students regularly complained about the stress caused because of the renewal process of study permit. Hence removing the requirement of this permit will provide them with adequate time to apply for a PGWP.

According to David Cohen, a senior partner at Campbell Cohen Canadian Immigration Law Firm, “This is huge news for international graduates who are applying for a Post-Graduation Work Permit.” He further added, “Doubling the amount of time they have to apply and allowing them to do so beyond the expiration date on their study visa will make a world of a difference for students who want to stay and gain valuable Canadian work experience.”

Post Graduate Work Permit
A PGWP enables recent graduates to live and work in Canada once their education is completed. According to the IRCC, students of Canadian universities are more suited to assimilate in the country and become productive residents. With this permit, recent graduates from Canadian institutions can live and work in Canada for up to 3 years.

The PGWP is an interim step to permanent residency. The work experience acquired through this permit will enable you to become a permanent resident of Canada. As soon as you submit the application for a PGWP, you can work full time.

Before approving your application, your profile will be assessed on the basis of:

● Canadian Language Benchmark

● Educational Qualification

● Study Period

● Job Category
